SIGNING OF MEMORANDUM OF UNDERSTANDING( MOU) BETWEEN ANDEK COUNCIL AND CAMEROON WHEAT DEVELOPMENT COOPERATIVE SOCIETY(CAWDEV) ON THE 06TH OF DECEMBER 20 AT THE ANDEK COUNCIL TOWN HALL.
A delegation of CAWDEV arrived ÀNDEK for the signing of this all important MOU.
The Lord Mayor of Andek council, Mr. Ubangoh Helly, in his welcome address hailed the delegation for breaking the challenging security situation to came for this important event.
The mayor stated that the collaboration is going to do much in the development of the income substitution policy of the state in the Andek municipality, in particular and Cameroon in general.
He also said that this MUO is going to assist the population of the municipality especially the youths to be self-employed and will earn sustainable income which will foster sustainable local development .
The Executive Director of CAWDEV, Mr Basilius Fonzenyuf Tatah, who lead the delegation took the floor and emphasis that more memorandums will came since this is just the beginning of collaboration and there are still more to be exploited in the agricultural sector in Cameroon.
He said the main objective of this first collaboration is to create a data base of farmers who are in or interested in the cultivation of any of the six crops which CAWDEV are into.
He also reiterated that the import substitution policy shall give the youth a wide range of opportunities to be exploited.
He thanked the mayor for the initiative and resilient collaboration and urged the council to sponsor the activity sustainably for their benefit and that of the population of the municipality.
The ceremony was attended by the top personalities of the council: The Municipal Treasurer, the Secretary General and the CDO who took turns to thank the mayor for his creativity and resilience.
They pledged their support to see that the initiative gets successful in the municipality.
The meeting then proceeded with the signing of the MOU of which the Lord Mayor of Andek council, Mr Urbangoh Helley Manyelle Alkoba, did that on the behalf of the Andek council and the executive president, Mr Basilius Fonzenyuf Tatah, did it on the behalf of CAWDEV.
The closing remark from the executive president came to a common interpretation that the MOU does not entails any financial obligation for both parties and hence will only serve as a document for collaboration.

PARTNERSHIP ENGAGEMENTS
CAWDEV is pushing forward to achieving its targeted 2million actors in her wheat value chain by 2027.
The elaboration strategy is built around participation of grassroots organizations, community development associations, traditional and municipal authorities to reach out to the most resilient grassroots smallholder farmers.
Key development stakeholders in the North West Region of Cameroon have fully embraced this CAWDEV holistic approach.
Potential Projects Emerging from the Partnership
1. Sustainable Crop Production Program
Objective: Boost the cultivation and yield of upland rice, wheat, and beans using improved seeds, fertilizers, and farming techniques.
Activities:
Introduce high-yield and drought-resistant crop varieties.
Provide training on modern farming practices, including pest management and soil fertility improvement.
Set up demonstration farms to showcase best practices to local farmers.
2. Community-Led Agribusiness Development Initiative
Objective: Empower farmers to transition from subsistence to commercial agriculture.
Activities:
Establish farmer cooperatives to improve collective bargaining power.
Facilitate access to local and regional markets for surplus production.
Offer training on value addition, such as rice milling, bean packaging, and wheat flour production.
3. Resource Mobilization and Capacity Building Project
Objective: Secure funding for community-driven agricultural projects and enhance local capacities for implementation.

Develop and submit joint grant proposals to donors and government programs.
Conduct training sessions on project management and financial accountability for grassroots organizations.

Train farmers on water-saving techniques, such as rainwater harvesting and drip irrigation.

5. Youth and Women in Agriculture Empowerment Program

Objective: Introduce innovative digital tools to improve agricultural efficiency and knowledge sharing.
Activities:
Create a mobile platform for sharing weather forecasts, market prices, and farming tips.
Train farmers on the use of GPS tools for precision farming.
Partner with tech companies to pilot drones or IoT solutions for field monitoring.
10. Social Infrastructure and Economic Development Program
Objective: Address infrastructure gaps to support agricultural and community development.
Activities:
Build rural roads to improve access to markets.
Develop irrigation systems to support year-round farming.
Establish community centers for training and resource sharing.
Above are some intervention areas we may conduct need assessment and develop projects.
It’s also necessary that CAWDEV and Council stakeholders meet, maybe through zoom or otherwise and digest Council’s interest in order to harmonize strategy and if necessary also seek others opinion. Just brainstorming.

Candidates for the recruitment of nurses and paramedics in the eight Health Centers of ÀNDEK were received in an orientation meeting on 22.11.2024
Candidates for the recruitment of nurses and paramedics in the eight Health Centres of ÀNDEK were received in an orientation meeting by the Lord Mayor of Andek, Mr. Ubangoh Helly, in the presence of the representative of the state( the Divisional Officer for NGIE), Mr. Oteh Philip Bache, yesterday, 22nd Nov. 2024 in the Andek Council Hall.
This recruitment has come as a result of an absolute lack of medical staff in most of the Health Centres of the municipality; and following the interests manifested by some elites of the municipality to participate in council actions by sponsoring some activities in the Health sector.
The Lord Mayor once more took the opportunity to thanks the nurses and paramedics who have been voluntarily serving in various Health Centres as the state subvention( credit cards) for the payment of salaries of nurses and paramedics was not released in 2024 throughout the country.
The Mayor explained that while efforts are being made for the state to respect its engagement to continue to transfer the resources for the recruitment of nurses and paramedics to councils, the council can not continue to allow the sick people of the municipality to themselves; hence the need to source for funding to sustain the health services of the municipality.
The Divisional Officer, while praising the nurses serving in the various Health centres for their sacrifices, cautioned them against illicit practices such as the sale of private drugs, absenteeism and nonchalance. The Divisional Officer also cautioned the nurses to remain focused with their jobs and not to allow themselves to be manipulated.
The Lord Mayor explained to the applicants that, following repeated instructions from the state, only applicants with authentic certificates shall be recruited; and that the certificates submitted shall be channeled to health authorities for authentication before the result of the interviews shall be published.
The Lord Mayor together with the D.O for NGIE shared textbooks to all pupils in the Municipality
The Lord Mayor of Andek, Mr. Ubangoh Helly, together with the Divisional Officer for NGIE Subdivision, Mr. Oteh Philip BACHE, have shared textbooks to all pupils of some functional schools in the municipality.
The distribution that went to pupils from many communities of the municipality- Tinechung, Etwii, ACHANG, Mbabum, Bonanyang, Mbambe, ÀNDEK, etc took place at the premises of the Andek Council in Andek on 20th Nov. 2024.
The books shared were Donated to the state of Cameroon by UNESCO through MINEDUB.
The ceremony was witnessed by the staff of the inspectorate and some Neighborhood Coordinators and Head Teachers(who accompanied the pupils).
It was an exiting ceremony, which enabled some children to see ÀNDEK for the very first time. It also saw the participation of a large number of children from the minority group, the Mborroros.
2025 investment projects maturation meeting for ÀNDEK municipality
The people of Andek municipality have again adopted Roads, Roads, Roads, as their priority project for the year 2025.
This revelation was made during a 2025 investment projects maturation meeting for ÀNDEK municipality that held in the Andek council Hall, on 21st June 2024.
This all important development meeting, that was chaired by the Lord Mayor of ÀNDEK Councilor, Mr. Ubangoh Helly, was attended by the representative of the Divisional Officer for NGIE Subdivision, authorities of the forces of defense and security, Coordinators and other officials of Neighborhood/Village Committees representing the communities of the municipality, and a host of other personalities.
As provided for by the code for Regional and Local authorities of 2019 and ministerial texts on the creation of Neighborhood /Village Committees on citizen participation in determining the needs of the people of the municipality, the participants adopted the continuation of the concreting of the Scanwater-Andek stretch of the principal road into the subdivision as the No one priority project of the municipality in 2025.
The participants congratulated Lord Mayor Ubangoh Helly for the wonderful heavy machines earth work ongoing on the Scanwater- Andek stretch of road.
On the Roads Fund initiated by Andek council, the participants urged the Mayor to involve all inhabitants of the municipality and all citizens of NGIE in the fund raiser and make it compulsory.
It is hoped that the Andek Council, through citizen participation, shall éventually concrete the entire troublesome stretch of road from Scanwater to Andek and then move on to other portions of bad roads in the municipality, in the nearest future.
NGIE Subdivision does not have a mortuary. The construction and equipment of a mortuary at the Andek médicalized Health Centre was also adopted as a priory project for the year 2025, amongst other projects.
The Village/Neighborhood Coordinators submitted lists of priority projects from the various communities, obtained during general assembly meetings of the Communities for Andek Council to transmit to state engineers for the continuation of the maturation process. These projects, when matured, and shall be used to source for funding from sectoral ministries in Yaounde.
The heavy attendance at this meeting indicates that,
– peace is gradually returning to the municipality, as the citizens are rapidly reestablishing attatchment to state institutions and
– the citizens have embraced the option of decentralization and are ready to work with the council for their development.
The Lord Mayor explained that it was necessary to get the citizens involved in the maturation process so that they are involved, in a bottom-top approach, in determining which project is realized in their locality. In this way, the citizens shall be able to possess the project during the execution and shall make sure it is properly realized.
It is hoped that the sectoral ministries concerned with the proposed projects shall devolve the necessary funds to the council for the realization of these projects in 2025, as provided for by the texts in force.
Motor powered cassava grinding machines and motor powered oil presses handed over to some beneficiary farmers of Andek Municipality
The Lord Mayor of Andek council, Mr. Ubangoh Helly, handed over to some beneficiary farmers of Andek Municipality motor powered cassava grinding machines and motor powered oil presses today Monday, 10th March 2024 at the Andek council courtyard.
The ceremony which comes under the Presidential Plan for the Reconstruction and Development of the NW/SW Regions and executed by UNDP was chaired by the Divisional Officer for NGIE Sub Division, Mr. Oteh Philip BACHE.
In handing over the equipment, the Lord Mayor
explained that this was the continuation of the actions of PPRD on the ground in NGIE and that other pillars in the plan of action were to follow.
He said It was necessary for the farmers to put the machines into effective use, in a way to transform the economy of the municipality and make Ngie Sub division better than it was before the crisis. This shall inspire UNDP to do more in the municipality.
It was noted that UNDP had earlier supported Andek Council,
– during its organization of holiday jobs in the council area last summer holidays, and
– supported the sporting activities that were organized by the Mayor during the same summer holidays of 2022/2023 academic year.
The Mayor stressed that,
– although handed to the principal beneficiaries, the machines were to be used by farming groups, led by the principal beneficiary, to better exploit them.
– the machines were not to be sold or taken out of the subdivision.
In his remarks, the Divisional Officer, Mr. Oteh Philip BACHE, advised the beneficiaries that the only way to show appreciation for the kindness of the Head of State is to be law abiding and patriotic. He encouraged them to send their children to school, stating that the future of Ngie lies in the hands of these children, who are not being given proper education today.
He invited the population to attend all future ceremonies organized by the state or the Andek council at the Andek ceremonial ground; so that other donors and the state can see that Ngie has a population that needs heavy investments and support.
The Divisional Officer used this opportunity to encourage the population of Ngie Subdivision to ensure that their names are on the voters list; and that those without the voters card should get registered at ELECAM in order to participate in the elections of 2025, to choose good leaders to govern them.
The ceremony ended with a MOTION OF THANKS to the Head of state, President Paul Biya, for this kind gesture.
The birth of MENGOM NEW TOWN in Andek Ngie Municipality
The people of MENGOM, Andek municipality, NGIE Sub Division have said, YES, to the vision of living on a more conducive environment.
This decision was arrived at during a meeting of over 100 local leaders of the Mengom clan, that took place in the ÀNDEK council Hall, on the behest of the Lord Mayor, Ubangoh Helly, and chaired by the Divisional Office for Ngie subdivision, Mr. Oteh Philip BACHE, on Saturday 23rd September 2023.
This crucial meeting marks the beginning of another page in the history of the people of MENGOM.
During the meeting, the local leaders voted 100% for the relocation of the villages of Abichia, Basic, Echia and Nkon to a new site to be named MENGOM NEW TOWN, on the plain just after the present settlement of ESAW, about 4km from Teze, 8km from Andek and just about 10Km from Widikum tarred road.
The overwhelming wish of the people of the five villages of MENGOM, as demonstrated by the open 100% vote, is for the people to relocate to a common environment to better benefit from the fallouts of the government, especially during this era of decentralization where power has been given back to the people, through the Councils.
When the people are living nearer and together it is easier and more economical to give them basic necessities such as roads, water, electricity and others.
It is worth nothing that this is not the first time villages of Ngie Subdivision, most of which are found on difficult landscapes are relocating during recent times:
– The Village of TINECHUNG has relocated twice, from Etinunuh to Etinechung and from etinechung to the present beautiful site.
– the people of Esaw had relocated from upper MENGOM to the present wonderful site.
Out of Ngie, most people are now relocating from Mankon to Upstation for security reasons.
MENGOM clan is located in NGIE Subdivision and is made up of 5 villages:
-Abichia
-Basic
-Echia
– ESAW and
-Nkon.
The people of MENGOM have been living in an enclave and most difficult-to-access area of NGIE Sub Division, located at About 11km from Andek, the administrative Headquarters of the Subdivision. The villages of Abichia and Echia have never found a vehicle of any sort on their present site.
Pursuant to the provisions of Section 158 of law No 2019/024 of 24th Dec. 2019, bearing on the -creation and development of urban spaces; preparation of land use plans, town planning, concerted development, land consolidation and urban renovation, the councilors of Andek Council last Friday 22nd Sept. 2023 adopted a deliberation approving the development of the MENGOM New Town.
The Mayor of Andek council has pledged to immediately start the installation of basic facilities such as schools, hospital, roads, market and other structures of basic necessities, on the new site to make it suitable for habitation.
The council shall give support to the first 20 candidates from each village to settle on the newly demarcated piece of land for the new town.
The Divisional service for housing and urban development shall be involved in the setting out of the new resettlement area, which shall be mapped out village by village, with common areas for,
– health facilities
– primary and secondary schools
– markets
– the palaces and
– other state institutions.
It is hoped that this new town shall come out to be the best organized urban setting in Momo Division.
The people of MENGOM and other interested persons are advised to get ready to acquire land for construction in this soon-to-be found MENGOM NEW TOWN.
A committee, comprising local leaders from all the villages of MENGOM, has been elected to work with ÀNDEK Council for the implementation for the objectives of this vision for MENGOM Mew Town.
The Elite of the area are called upon to come on board to make this dream, of a MENGOM New Town come true.
