Over 2000 pupils are now successfully enrolled within primary schools in Andek Municipality
The Lord Mayor of Andek Council, Mr. Ubangoh Helly, has praised the Teachers of the Municipality, for the effort they are making for primary schools in the municipality to function in the respective communities.
This message was passed in the Council Hall in Andek, today the 1st November 2024, during the ceremony to hand over the minimum packages to the Head Teachers of the municipality.
This handing was done in the presence of the Inspector of Basic Education for NGIE Sub Division, Mr. Ngong John.
The Lord Mayor regretted the late supply of the didactic materials and blamed it on the late availability of the funding Credit Card from the ministry of Finance and the procedure for the Credit Card to be converted into materials.
The Lord Mayor encouraged the Head Teachers to put the materials received into effective uses in all the respective schools in the municipality.
On his part, the Inspector of Basic Education appreciated the Lord Mayor for his constant support to the Basic Education sector and announced that there are presently about 2,000 children going to school in the municipality, thanks to the commitment and efforts of both the parents and the teachers.
The Inspector further announced that, as a consequence of the normalcy returning to most of the villages of the subdivision, the Government Common Entrance Examination and the FSLC examination shall, this year, be written in all the examinations Centres of the Subdivision.

The Lord Mayor of Andek council, Mr. Ubangoh Helly, participated in the funeral of Late Pa Etah Sammy Ambuteh at Baitei Quarter, ETWII village in Andek municipality, today 28th October 2024.
Late Pa Etah Sammy was a former Deputy Mayor of Andek Council and political mentor of Mayor Ubangoh Helly.
May his soul continue to rest in perfect peace.
TRAINING OF THE BOARD CHAIRS OF HEALTH CENTRES OF ANDEK MUNICIPALITY
The Lord Mayor of Andek Council. Mr. Ubangoh Helly, last Thursday 10th Oct. 2024, organized a training workshop for the recently appointed Management Board Chairs of the Subdivisional Hospital and Integrated Health Centres of ÀNDEK Municipality.
This training was under the auspices of The Health District Chief of Mbengwi Health District, Mr. CHE Leonard Ade( Senior Health Administrator). The Mbengwi Health District covers NGIE and Mbengwi Subdivisions.
In effect, Pursuant to the provisions of Law No 2019/024 of 24th Dec. 2019, bearing on the code of Regional and Local Authorities in which the management of Subdivisional Hospitals and Integrated Health Centres is devolved to Local Councils, the Lord Mayor of Andek council appointed Management Board Chairs by Municipal Decision No 190/AC/SG/BAC/2024 of 12th Aug. 2024, to save the deplorable situation in most of the Health units of the municipality.
During the training, the health boss of the district charged the newly appointed Board Chairs, who are all elected Councilors of Andek Council, to be proactive in revitalizing the various Health Centre, especially in areas of hygiene, sanitation, health care, infrastructure and Auxiliary Human Resources. They were also charged to ensure that drugs were permanently available at the health units and at the official costs. They were charged, amongst others, to fight against the clandestine sale of drugs in the Health Centres and it’s environs.
The new Board Chairs were advised to work in total synergy with the Chief of Centre, appointed to the Health Unit by the state and also collaborate with the Tradirional authorities of the health area for a successful mobilization of the population towards good health practices.

Just before she rushed into the crumbled building to see if she could save anything in the house, a huge palm tree followed, the following day, collapsing into pieces onto the same building and pulling down the roof, as seen in these videos.
It was as if the world had ended for mamma, especially as mamma narrates that she has already buried 4 of the 5 children she delivered from her wom. What a catastrophe !

The LORD MAYOR of Andek, Mr. Ubangoh Helly, has reinstated full electricity voltage to the municipality, following many months of low voltage that was usually below 075Volts
In effect, Inhabitants of Tinekoh, ETWII, Andek and Teze that are already connected to the national electricity grid experienced great relieve today, 24th August 2024, after Lord Mayor Ubangoh Helly, through citizen participation, has facilitated the maintenance of the three phase line from Nyîn-Mbengwi to the Municipality, down to the Teze Oil Mill.
For the past many months the inhabitants of the above communities went through very challenging moments because of lack of energy to power their fridges, welding machines, grinding mills and many other heavy machines because of the damages that the three phase line had suffered, especially within the Mbengwi municipality.
After the Lord Mayor of ÀNDEK council had been doing the maintenance all the past times alone, the situation this time became more serious and needed the community who are presently using the electricity free of charge to participate.
We want to sincerely thank the Technicians of Mbengwi and BAMENDA, who braved the odds, working for many long days, and sacrificed to reestablish this line, in heavy rains and high security risk.
The parts replaced included things like :
1) travexes
2) chain insulators
3) flat bars
4) poles
5) MT cables
6) parafut on transformer
7.). Etc.
It is hoped that the present repairs, which were more intense, shall carry the municipality for some time.
Our recommendation to ENEO is that they should systematically replace the present high tension wooden poles, which collapse so often, with ALLUMINIUM or concrete poles for durability.
We also want to that the locals and the external elite who contributed to enable us to realize this great job that has greatly relieved the suffering of the people of the municipality.
We appeal to those users(households) that have not yet contributed to do so immediately or they have have their supply suspended in the days ahead. There is still a pending bill to pay to the technicians.
The Lord Mayor of Andek Council, Mr. Ubangoh Helly, has handed over support to vulnerable persons and some social economy actors of Andek Municipality
The handing over of support to Vulnerable support to vulnerable persons has been an annual event in Andek council; where vulnerable persons are identified by Municipal Councilors and other actors in the various communities for systematic support by Andek Council, using funds devolved by MINAS and internal funding sources of the council.
In 2023, the council descended to some identified communities where the vulnérables were handed support in cash, in the neighborhood.
The 2024 ceremony saw the Lord Mayor handing over two pantalon male and female chick, some rice, magie and transport to the beneficiaries. This approach was welcome because the fowls shall create jobs for the beneficiaries while they gain value.
In the distribution to the social economy actors, of items purchased using funds devolved by MINPMESSA, the approach was also modified.
It was a hectic day for the Lord Mayor and his entourage. Despite the heavy rains that characterized the day, they joined the population in the market, where they took advantage to sensitize the public on other issues of the municipality.
Instead of handing over all the gifts to group leaders, some of whom have demonstrated their selfish attitude, articles such as spray cans, wheelbarrows, herbicides were handed over to group leaders while other articles such as cutlasses, files and hoes were handed over, amidst heavy rain, to individual farmers. In this way the Mayor was able to reach out to 100 farmers using the meagre funds available.
DISTRIBUTION OF HEALTH EQUIPMENT TO ALL HEALTH CENRES OF ANDEK MUNICIPALITY

These were the words of The Lord Mayor of Andek council, Mr. Ubangoh Helly, as he handed over multiple health equipment to all the eight Health establishments of the municipality, at the esplanade of the council at Andek, on Friday, 15th August, 2025
This ceremony saw the distribution of equipment such as,
– Ultra Sound machine
– Fridges
– TV sets
– Microscopes
– Spray cans and herbicides
– Oxygen Concentrator 05L
– Pillow cases
– Bed sheets
– Blankets
– Blood pressure machines
– Centrifuge 12 holes
– Cutlasses
– Drip stands
– Electronic feotuscopes
– And many other basic needs of these health centres, following the expressions of need that were submitted by the various health centres.
The population of Ngie Subdivision, represented by the Neighborhood and Village Committee members on hand to receive the multitude of equipment, manifested their applauses with the magnitude and variety of equipment that was displayed for distribution.
These equipment are aimed at alleviating the health situation of the people of the municipality. The health authorities were called upon to put them into proper use, for the benefit of the people of the municipality, Ngie Subdivision .
In handing over the equipment to the authorities of the beneficiary health centres, the Mayor lamented the absence of most Chiefs of Centre, both at the ceremony and at their post.
The Mayor expressed that the absentee Chiefs have demonstrated their unwillingness to continue to serve in the municipality and has appealed to the state to take urgent measures to salvage this situation, and safe the people of the municipality from premature deaths, as a result of poor medical attention.
The mayor used this ceremony to express his gratitude and that of the inhabitants of the municipality, to the minister of public health and to the state of Cameroon, for the continuous support to the council for the advancement of health initiatives in the municipality.
Lord Mayor Ubangoh Helly announced the willingness of NCADA-USA to sponsor the purchase of more health equipment for the Health centres of the Municipality.
The Mayor appealed to the elite that the government of Cameroon encourages citizen participation in the development of the municipality. He therefore embrasses all elites who have something to give back to the Ngie community.
He however stressed the need for the elite to work in collaboration with the Lord Mayor, for any development initiative in the municipality, as provided for by the laws in force.
The mayor stressed that he shall no longer tolerate the anarchy that had previously existed in the health centres of the municipality, that have been devolved to the council. This state of anarchy included situations where,
– some elites intruded in the management of the health centres.
– Some created and ran illegal drug stores in the Health Centres
– Some tampered with the infrastructures of the health centres, without the consent of the Mayor.
All these must stop.
As a household is to a parent, where no neighbor can buy property for the children without the consent of the head of the family, so is the municipality to a Mayor, where no body, even the state ( except with security issues and cases of emergency ) can perform any activity without the involvement of the Mayor.
The Mayor made a special appeal to the District medical services to intensify their pressure on all state employed personnel sent to ÀNDEK municipality to resume work, for the effective use of the materials distributed.
Work on the Ekeh Bridge, ESAW, in Mengom area is underway
This contract gives an opportunity for the people of Mengom to earn some money to help send their children to school in sept 2024.
This bridge is part of the many projects earmarked by the Mayor of ÀNDEK Councilor to disenclave the Principal Agricultural Basin of the municipality, located in the Lower Mengom plain.
It is hoped that at the end of the project, Andek Municipality, Ngie Subdivision, shall become the principal agricultural basin of the division, producing large quantities of cash crops such as cocoa, and timbre.
A new resettlement area is envisaged in this area, that shall lead to the development of the Mengom New Town, in the nearest future.
We encourage the Elite of Mengom in particular and the Elite of NGIE in general to join the ÀNDEK council in this wonderful vision, that shall bring the entire subdivision to the limelight.

An appreciation of the people of Ajei village to the Lord Mayor of ÀNDEK council, Mr. Ubangoh Helly
A delegation of the Elite of Ajei village, led by Mr. Ajeih Nickson, have expressed the appreciation of the people of Ajei village to the Lord Mayor of ÀNDEK council, Mr. Ubangoh Helly, for the wonderful projects the council has realized; and or is currently realizing in Ajei village.
This appreciation was made during a visit to Andek council, that took place on Friday, 2nd August 2024, at Andek.
Ajei village is one of the 19 villages of Andek Municipality, Ngie Subdivision. It is a village with very high economic potentials; especially as the elite of the village are leaving no stone unturned to bring development to the village, which is located just a few kilometers from the administrative Headquarters of the subdivision.
The village of Ajei has benefited the following projects, realized by ÀNDEK council, since 2020:
– construction of a market stall.
– construction of modern Health Centre blocks( one already completed and is being used and the other is still under construction).
– rehabilitation of the Ajei Community Hall
– first phase of the rehabilitation of the ÀNDEK to Ajei road.
– plans are underway for the electrification of the village.
– the reopening of the Ajei-Scanwater road that was shutdown for security reasons,
– etc.
The elite solicited the support of the mayor of Andek council in their determination to cause secondary schools to function in Ajei in September 2024.
The Lord Mayor, Mr. Ubangoh Helly, pledged to work with the Divisional Officer, Mr. Oteh Philip Bache, who was unavoidably absent, to encourage the resumption of secondary schools in Ajei village in September 2024.
The Lord Mayor expressed the need for other elites of the municipality to come on board and work with the municipal council for the development of their community; considering the present dispensation where the development of the municipality is the responsibility of the municipal council and the state.
The mayor advised that various communities of the municipality shall make work earlier for the council and advantageous to them if they mature their priority projects before bringing them to the council for sponsorship.

2024 edition of the NGIE PEACE AND UNITY TOURNAMENT has been launched by The Lord Mayor Mr. Ubangoh Helly, at the Andek municipal stadium on Sunday 28th July
The Lord Mayor of ÀNDEK council, Mr. Ubangoh Helly, launched the 2024 edition of the NGIE PEACE AND UNITY TOURNAMENT at the Andek municipal stadium last Sunday, 28th July 2024.
The ELECAM staff of ÀNDEK took advantage of this come together to register 38 new voters into the electoral register.
The competition shall now continue in the various pools and the semi finals and finals shall be played in ÀNDEK on dates to be announced.
A Grand Royal Funeral Ceremony in Bonatu village Andek municipality
The people of Bonatu village in Andek Municipality, Ngie Subdivision in Momo Division joined their foster son, Mr. Graic of USA to celebrate the life of the late Fon of Bonatu, this June 2024 at the Bonatu Palace.
Thé occasion was an opportunity for the people of Banatu village to showcase their culture to the world, through Mr. Graic who travelled in from the USA to give the last respect to his fallen foster father, the late FON ISAICHO Andreas, who travelled to the world beyond recently.
In effect, Mr. Craig left Cameroon some 26 years ago, where he served in NGIE Subdivision as an American Peace Corp volunteer for many years.
While serving in NGIE, Mr. Craig adopted HRH the FON of Bonatu as his foster father. While serving in NGIE, Mr. Craig decided to celebrate his marriage to another American citizen in Andek, with HRH the FON ISAICHO Andreas sitting in as his foster father.
During his many years in NGIE subdivision, as an agricultural technician, Mr. Craig worked and assisted farmers in all the communities of the subdivision. Because of his total commitment to his service and closeness to the local population he studied and mastered the NGIE language and Pidgin English so well that he now speaks both languages with authority.
While in the USA, his country of origin, during the past 26 years, Mr. Craig maintained contact with his foster father, HRH FON Osaicho Andreas. He maintained the relationship he had built with NGIE people, especially some of the elites who are now in the USA and Canada.
Considering the tide bond that now exists between the Royal Family of Bonatu and Mr. Craig he couldn’t be indifferent following the disappearance of the FON of the village. This explains why he travelled all the way from the USA, taking all the risk to Bonatu village in Andek municipality to participate in this historic Royal Funeral Ceremony.
Professor Craig was awarded a title as Etom-Ufon, in Bonatu. A title which he was told that he could use it any where, especially where NGIE people are gathered. This new title only comes to add to an earlier title he had received from the palace of Andek before returning to the USA, some 26 years ago.
Before departing from NGIE Mr. Craig paid a courtesy call to the Mayor of ÀNDEK Council, Mr. Ubangoh Helly, during which visit he pledged to hunt for development opportunities for ÀNDEK council in the USA.
2025 investment projects maturation meeting for ÀNDEK municipality
The people of Andek municipality have again adopted Roads, Roads, Roads, as their priority project for the year 2025.
This revelation was made during a 2025 investment projects maturation meeting for ÀNDEK municipality that held in the Andek council Hall, on 21st June 2024.
This all important development meeting, that was chaired by the Lord Mayor of ÀNDEK Councilor, Mr. Ubangoh Helly, was attended by the representative of the Divisional Officer for NGIE Subdivision, authorities of the forces of defense and security, Coordinators and other officials of Neighborhood/Village Committees representing the communities of the municipality, and a host of other personalities.
As provided for by the code for Regional and Local authorities of 2019 and ministerial texts on the creation of Neighborhood /Village Committees on citizen participation in determining the needs of the people of the municipality, the participants adopted the continuation of the concreting of the Scanwater-Andek stretch of the principal road into the subdivision as the No one priority project of the municipality in 2025.
The participants congratulated Lord Mayor Ubangoh Helly for the wonderful heavy machines earth work ongoing on the Scanwater- Andek stretch of road.
On the Roads Fund initiated by Andek council, the participants urged the Mayor to involve all inhabitants of the municipality and all citizens of NGIE in the fund raiser and make it compulsory.
It is hoped that the Andek Council, through citizen participation, shall éventually concrete the entire troublesome stretch of road from Scanwater to Andek and then move on to other portions of bad roads in the municipality, in the nearest future.
NGIE Subdivision does not have a mortuary. The construction and equipment of a mortuary at the Andek médicalized Health Centre was also adopted as a priory project for the year 2025, amongst other projects.
The Village/Neighborhood Coordinators submitted lists of priority projects from the various communities, obtained during general assembly meetings of the Communities for Andek Council to transmit to state engineers for the continuation of the maturation process. These projects, when matured, and shall be used to source for funding from sectoral ministries in Yaounde.
The heavy attendance at this meeting indicates that,
– peace is gradually returning to the municipality, as the citizens are rapidly reestablishing attatchment to state institutions and
– the citizens have embraced the option of decentralization and are ready to work with the council for their development.
The Lord Mayor explained that it was necessary to get the citizens involved in the maturation process so that they are involved, in a bottom-top approach, in determining which project is realized in their locality. In this way, the citizens shall be able to possess the project during the execution and shall make sure it is properly realized.
It is hoped that the sectoral ministries concerned with the proposed projects shall devolve the necessary funds to the council for the realization of these projects in 2025, as provided for by the texts in force.
The NGIE ROADS FUND COMMITTEE held a planning meeting today, 31st May, 2024 in the Andek council Hall, at Andek
The NGIE ROADS FUND COMMITTEE held a planning meeting today, 31st May, 2024 in the Andek council Hall, at Andek, aimed at effectively starting the concreting of some very bad spots on the NGIE roads.
The meeting was chaired by the President of the Committee, Lord Mayor Ubangoh Helly, in the presence of the representative of the state, the Divisional Officer for NGIE Subdivision, Mr. Oteh Philip BACHE.
The NGIE Roads Fund was created by Mayor Ubangoh, as a means by which the citizens of the municipality can participate in the actions of Andek council and the state in the rehabilitation of our road, which have deteriorated too much, because of the crisis, while waiting on the state and the council to do its work.
The meeting was attended by Neighbourhood/Village Committee Coordinators, who have all been co-opted into the Roads Fund Committee, as a way for the citizens of the municipality to participate in the realization of this project.
Considering that the contractor engaged by ÀNDEK council to habilitate this very terrible stretch of the NGIE road has finished the earth works on some of the very difficult spots, the committee adopted a resolution to immediately start concreting, using the funds already available in the Roads Fund account.
An adhoc technical committee was elected to take charge of the supervision of the concrete works.
The adhoc committee is made up of the following:
– Rev. Achekwa Geofrey, Chairman
– Mr. Ekembe Alfred, member
– Mr. AJAGA Caleb, member
– Mr. Abidambe Confidence
– Mrs Ukum Gladys
– Driver Esande ANGWE Wilfred.
The adhoc committee, under the supervision of the Lord Mayor, shall be responsible for,
– the purchase and transportation all materials for the project
– engage workers on HIMO Procedure
– supervise the effective realization of the work, and shall report to the Mayor and the Divisional Officer.
The Roads Fund Committee shall meet often to evaluate the progress of the work.
The Roads Fund Committee members shall intensify campaigns for more funds to come in from the elite and well wishers of NGIE.
While thanking those who has donated so far, Every son and daughter of NGIE is charged to write his name in the annals of history by donating generously to this Fund.
The list of those who have so far donated to the Roads Fund was published and copies given to all the attendees so that they can encourage elites of their respective communities to also donate.
The committee members walked to the project site to identify the area to start the concrete works.
They all agreed to start with an area that has been troublesome over the years, and which has been rehabilitated already by the heavy machines engaged by ÀNDEK Council. See videos and pictures.
It was agreed that the Roads Fund has come to stay, until all the roads in NGIE have been concreted.
The committee shall supervise even roads being executed by the council and the state.
Mayor Ubangoh Helly presented a full plan for the construction of 3 modern markets in Andek, Tinechung and Teze
In a meeting that held in the Andek council Hall on 29th May, 2024, and attended by the Divisional Officer for NGIE Subdivision, the Lord Mayor of ÀNDEK Council, Mr. Ubangoh Helly, presented the plan for the construction of 3 modern markets, within the Presidential Plan for the Reconstruction and Development of the NW and SW Regions, implemented by UNDP, to the people of Andek Municipality; represented by the Neighbourhoods/Village coordinators and persons owning existing sheds in the three markets to be reconstructed.
The three markets to be reconstructed in Àndek municipality under this program are, Andek, Tinechung and Teze.
Each of the markets shall shall be a lockup with 38 sheds, an office, modern toilets, meat slabs, solar electricity and water from bore holes powered by solar.
The Mayor used the opportunity bring the population onboard the project, as each community was asked to possess the project and take all measures to assist in the realization.
Those owning sheds that shall be demolished were advised to save what they can from the sheds before the demolition works begin.
Following the wonderful performance of NGIE at the just proclaimed Common Entrance Examination results, the meeting gave an opportunity for the DO and the Mayor to launch campaigns for effective resumption of secondary schools in NGIE come Sept 2024.
Thé mayor announced a scholarship of 25,000F, each, to the first 50 children to register for secondary education in the municipality. One parent already registered her child against GTHS Teze.
Community participation in the rehabilitation of Andek solar plant
The multimillion solar plant of Andek, that was completely vandalized because of the crisis is being rehabilitated by the state of Cameroon, with its partner, the Chinese government . The population of Andek urban came out, on the request of the Lord Mayor, Ubangoh Helly, to clean the station and it’s immediate environs in preparation for the effective rehabilitation of the power station and the complete system. The solar energy Technicians arrived the scene and explained to the Lord Mayor, – that the system is going to be completely changed and a new modern outdoor, state of the art system installed, to meet up with world standards. – that when realized the inhabitants of Andek urban shall have an alternative source of energy. – after ÀNDEK, the technicians shall move to Teze for a similar rehabilitation exercise. Presently the Bonanyang and Tinekoh solar power stations are functional .
Motor powered cassava grinding machines and motor powered oil presses handed over to some beneficiary farmers of Andek Municipality
The Lord Mayor of Andek council, Mr. Ubangoh Helly, handed over to some beneficiary farmers of Andek Municipality motor powered cassava grinding machines and motor powered oil presses today Monday, 10th March 2024 at the Andek council courtyard.
The ceremony which comes under the Presidential Plan for the Reconstruction and Development of the NW/SW Regions and executed by UNDP was chaired by the Divisional Officer for NGIE Sub Division, Mr. Oteh Philip BACHE.
In handing over the equipment, the Lord Mayor
explained that this was the continuation of the actions of PPRD on the ground in NGIE and that other pillars in the plan of action were to follow.
He said It was necessary for the farmers to put the machines into effective use, in a way to transform the economy of the municipality and make Ngie Sub division better than it was before the crisis. This shall inspire UNDP to do more in the municipality.
It was noted that UNDP had earlier supported Andek Council,
– during its organization of holiday jobs in the council area last summer holidays, and
– supported the sporting activities that were organized by the Mayor during the same summer holidays of 2022/2023 academic year.
The Mayor stressed that,
– although handed to the principal beneficiaries, the machines were to be used by farming groups, led by the principal beneficiary, to better exploit them.
– the machines were not to be sold or taken out of the subdivision.
In his remarks, the Divisional Officer, Mr. Oteh Philip BACHE, advised the beneficiaries that the only way to show appreciation for the kindness of the Head of State is to be law abiding and patriotic. He encouraged them to send their children to school, stating that the future of Ngie lies in the hands of these children, who are not being given proper education today.
He invited the population to attend all future ceremonies organized by the state or the Andek council at the Andek ceremonial ground; so that other donors and the state can see that Ngie has a population that needs heavy investments and support.
The Divisional Officer used this opportunity to encourage the population of Ngie Subdivision to ensure that their names are on the voters list; and that those without the voters card should get registered at ELECAM in order to participate in the elections of 2025, to choose good leaders to govern them.

Within the provision of the Law on Decentralization relating citizens participation
Within the provision of the Law on Decentralization, on citizens participation, an official delegation from the traditional council of Angong village was received in audience by the Lord Mayor of Andek, today 9th March 2024.
The delegation came to express their worry on the works that have been suspended on the committee hall being constructed in Angong village by ÀNDEK Council. Mayor Ubangoh Helly took time to explain to the people that the work has not been abandoned; that the work was slowed down because of security challenges- amba fighters have kidnapped workers from the project site three times! The Mayor called the contractor, on phone, on the spot, who has pledged to complete the job in the days ahead, after the villagers pledged to step in the protect the job and to participate in the realization. The Mayor appreciated the people of Angong for this wonderful approach of coming to the source of the contract, the council,for explanations. The mayor calls on other communities and individuals to emulate this example by the people of Angong than going to make unnecessary noise on the social media or writing letters to the Mayor at a distance.
The mayor explained that this role, to intervene at the council, shall eventually be played by the Neighbourhood of Village Committees that shall be put in place in all the communities as from the 20th March 2024.
It is believed that Andek Council shall not be the same again by the end of 2024
The people of Andek Municipality have demonstrated their attachment to republican institutions by coming out in their number to celebrate Ngie FIESTA 2023 that took place in Andek on 16th Dec. 2023.
The Fiesta23 that comprised of a cultural festival and Agro-Pastoral Show that was presided at by the Divisional officer for Ngie Sub Division, Mr. Oteh Philip Bache, saw the participation of the people of Ngie coming from all the communities of the municipality.
A variety of agricultural and Pastoral products of the municipality, comprising of high quality Palm oil, Yellow Yams, beans, pigs, maize, etc. were on display to showcase the values and rich potentials of the Municipality.
This Fiesta23 came following the Andek Council Budget session for 2024 that held in the board room of the Andek Council, during which a budget of 620,350,000 F CFA was voted for Andek Council for the year 2024.
Some major projects to be realized in 2024 include,
– The rehabilitation of some roads and health institutions,
– The construction of bridges and classrooms
– The construction of structures in the relocation area for the people of Upper Mengom, etc.
– It is believed that Andek Council shall not be the same again by the end of 2024, in terms of infrastructural development.
The birth of MENGOM NEW TOWN in Andek Ngie Municipality
The people of MENGOM, Andek municipality, NGIE Sub Division have said, YES, to the vision of living on a more conducive environment.
This decision was arrived at during a meeting of over 100 local leaders of the Mengom clan, that took place in the ÀNDEK council Hall, on the behest of the Lord Mayor, Ubangoh Helly, and chaired by the Divisional Office for Ngie subdivision, Mr. Oteh Philip BACHE, on Saturday 23rd September 2023.
This crucial meeting marks the beginning of another page in the history of the people of MENGOM.
During the meeting, the local leaders voted 100% for the relocation of the villages of Abichia, Basic, Echia and Nkon to a new site to be named MENGOM NEW TOWN, on the plain just after the present settlement of ESAW, about 4km from Teze, 8km from Andek and just about 10Km from Widikum tarred road.
The overwhelming wish of the people of the five villages of MENGOM, as demonstrated by the open 100% vote, is for the people to relocate to a common environment to better benefit from the fallouts of the government, especially during this era of decentralization where power has been given back to the people, through the Councils.
When the people are living nearer and together it is easier and more economical to give them basic necessities such as roads, water, electricity and others.
It is worth nothing that this is not the first time villages of Ngie Subdivision, most of which are found on difficult landscapes are relocating during recent times:
– The Village of TINECHUNG has relocated twice, from Etinunuh to Etinechung and from etinechung to the present beautiful site.
– the people of Esaw had relocated from upper MENGOM to the present wonderful site.
Out of Ngie, most people are now relocating from Mankon to Upstation for security reasons.
MENGOM clan is located in NGIE Subdivision and is made up of 5 villages:
-Abichia
-Basic
-Echia
– ESAW and
-Nkon.
The people of MENGOM have been living in an enclave and most difficult-to-access area of NGIE Sub Division, located at About 11km from Andek, the administrative Headquarters of the Subdivision. The villages of Abichia and Echia have never found a vehicle of any sort on their present site.
Pursuant to the provisions of Section 158 of law No 2019/024 of 24th Dec. 2019, bearing on the -creation and development of urban spaces; preparation of land use plans, town planning, concerted development, land consolidation and urban renovation, the councilors of Andek Council last Friday 22nd Sept. 2023 adopted a deliberation approving the development of the MENGOM New Town.
The Mayor of Andek council has pledged to immediately start the installation of basic facilities such as schools, hospital, roads, market and other structures of basic necessities, on the new site to make it suitable for habitation.
The council shall give support to the first 20 candidates from each village to settle on the newly demarcated piece of land for the new town.
The Divisional service for housing and urban development shall be involved in the setting out of the new resettlement area, which shall be mapped out village by village, with common areas for,
– health facilities
– primary and secondary schools
– markets
– the palaces and
– other state institutions.
It is hoped that this new town shall come out to be the best organized urban setting in Momo Division.
The people of MENGOM and other interested persons are advised to get ready to acquire land for construction in this soon-to-be found MENGOM NEW TOWN.
A committee, comprising local leaders from all the villages of MENGOM, has been elected to work with ÀNDEK Council for the implementation for the objectives of this vision for MENGOM Mew Town.
The Elite of the area are called upon to come on board to make this dream, of a MENGOM New Town come true.
Together we can do it. YES, WE CAN.
A comprehensive program for empowerment of persons with disability within Andek Ngie Municipality
A comprehensive program for empowerment of persons with disabilities and inclusive access to basic services of health and education is underway within Andek Ngie municipality in compliance with the government policy of inclusion into the mainstream of persons with impairments.
The program includes sensitization, mobilization and identification of persons living with disability within Andek Ngie municipality (exclusively).
The promotion of inclusion relating to people living with disabilities in the Council’s mandate through the focal person is identifying Andek Ngie municipal people living with disabilities, the various forms of disability, their degree and how they manifest with a change of mindset and perception towards people living with disabilities.
The focal person of Andek council has been through Achang to other communities within Andek Ngie Municipality exclusively and the conditions of persons living with disabilities is not only worrying, disturbing, troubling but precarious and needs urgent attention. More than 40 percent cases were profound who couldn’t do anything at all and have never had any assistance from any body. They have just been abandoned to themselves and left in the hands of mercy as you as the pictures depict below from A cripple from 2yrs and now 28yrs being a mother of 3 children.
For the purpose of information, Section 2, paragraph 2, of Law no,2010/002 of 13 April 2018, gives us a clear definition of persons with disabilities
- Any person who is unable to fulfill by themselves all or part the requirements of normal person or social life, as a result of physical or mental disability be it of birth or otherwise.
- Deficiency, any Loss or impairments of a psychological, physiological or anatomic function of structure:
- Inability,any temporary, partial or total lost of the capacity to carry out any activity in a given manner or within the limits considered as normal for a human being.
The above conditions have four degree;
1.Mild
2.Moderate
3 Severe
4 Profound
Law N°. 2010/002 of 13 April 2010 on the protection and promotion of persons with disabilities.
1. GENERAL PROVISIONS:
This law relates to the protection and welfare of persons with disabilities and in this respect, it aims at:
1. The prevention of disability
2. social economy and psychological rehabilitation and integration of persons with disabilities
3. promotion of solidarity in favor of person with disabilities and the mandate of the council.

The Lord Mayor of Andek Council attended an important meeting on 24th June 2023, in Bamenda, to discuss issues relating to the second phase of the Social Safety Net program.
The second phase shall have two main components:
1. The Economic Inclusive Component :
This component shall enable individual beneficiaries to benefit financial grants of between 250,000F CFA and 1,000,000 F CFA for micro social economic activities in the municipality.
2. Business enterprises Component:
This component shall enable some selected local business enterprises to benefit between 5,000,000F CFA and 10,000,000 FCFA for the promotion of serious businesses in the Municipality.
The aim of these components is to create employment opportunities for our people.
The SAFETY NET project is an initiative of the Head of State, President Biya and sponsored by the government of Cameroon, in partnership with the Word Bank and other funders, through the MINEPAT.
It is worth to note that these golden opportunities shall be opened only to those based in Ngie.
The Social Safety Net is not a new name to us in Andek Municipality, as we are one of the two beneficiary councils in Momo Division (Mbengwi inclusive) to benefit from the first phase; after stiff resistance, by skeptics, witnessed on the field during the registration. Today, the beneficiaries are smiling home, every other two months, with a beautiful sum of 30 thousand francs, per beneficiary, FREE OF CHARGE. What a generosity by the Head of State, President Paul Biya, to alleviate poverty in Andek Council area!!!!
We say, THANK YOU, to the SAFETY NET authorities for choosing Andek Council.
The second phase of the program, soon to be launched, shall be more beneficial to the municipality and our people than the first one, as the beneficiaries shall be granted a life time opportunity that shall enable them to be big entrepreneurs, to enhance the social economy of Andek Municipality.
If I were you, reading this post out of Ngie and suffering out there as an IDP, I will just pack my bag and head home so that this great opportunity shall not bypass me. Don’t stay behind and regret as some who doubted the first phase, ongoing, are doing now. Safety net has come to Andek Municipality to stay, don’t be left out.

Andek Municipality Safety Net Project Second Payment Beneficiaries
The people of Andek Municipality have thanked the Head of State, President Paul BIYA for his generosity.
This was the general reaction during the second payment made by the SAFTY NET program to the 1000 beneficiaries of 30.000F each, of the municipality.
The beneficiaries promised to keep respecting the principles of the SAFETY NET project, which is to alleviate poverty.
The beneficiaries have promised to continue to invest in the agricultural and livestock sectors by improving on the farming techniques , keeping small ruminants and poultry.
They have also promised to invest in the education of their children and grand children and of course, take care of their health with the resources they shall continue to receive.
We have raised a motion pleading on the SAFETY NET authorities to include Andek Council in the next phase of the project.
It is hoped that by the end of this program the ÀNDEK municipality would be transformed socially and economically.

The Lord Mayor of Andek Council, Mr. Ubangoh Helly, has donated cash, wheelchairs, walking staffs and scholarships to some vulnerable persons, disabled persons, and orphans, respectively, in Andek municipality.
These donations were made in a colourful, yearly, Andek Council Social Action Ceremony for the year 2022 that pulled a large crowd to Andek, the headquarters of Ngie Sub Division.
The Mayor used the occasion to encourage parents on the need to send their children to school and to respect and promote republican values.
Mayor Ubangoh Helly promised to lobby for more support for the people of the subdivision, in the form of farming inputs and others in the nearest future.

THE BIOMETRIC REGISTRATION FOR THE SAFETY NET PROJECT GOES ON IN ANDEK COUNCIL
The people of Andek council are now set to benefit from the Social Safety Net project, following the biometric registration of the beneficiaries for the project that took place in the Andek Council hall from Monday, 5th Sept to Sunday 11th Sept 2022.
The population demonstrated their enthusiasm for the project by defying threats from secessionists and turned out in their numbers, the old, the young, the disabled and the poor, to have themselves registered.
The Lord Mayor of Andek Council, Mr. Ubangoh Helly, took time to explain the source and objectives of the project and why Ngie is benefiting from it at this time. He explained that the Safety Net is a World Bank sponsored project through the Government of Cameroon, to alleviate poverty and improve on the leaving conditions of the population of Andek municipality.
The Mayor Thanked the government of Cameroon for this wonderful gift to his people, that is going to greatly boost the economy of the council area.
The Mayor announced that the names of some civil servants and double registrations identified in the présélection lists have been dropped to give space to truly poor people.
The preselected candidates on the main lists who failed to attend were immediately replaced by those on the waiting lists.
Each community in Ngie was expected to have at least 66 persons but ANGONG and Abebung registered the lowest number of applicants, for reasons yet to be known.
The Mayor used the opportunity given by the huge crowd that gathered to preach for peace and for a return to school in the municipality.

Effective school resumption in Ngie Sub-Division
The Divisional officer for Ngie Sub Division, Mr. Oteh Philip Bache, held a broad based meeting on Saturday, 27th August 2022 to sensitize the stakeholders on the need for schools to effectively resume in Ngie Sub Division.
The meeting was attended by
-The Lord Mayor of Andek Council,
-Political Leaders
-Principals of schools in Ngie,
-The Inspector of Basic Education, Ngie
-Head teachers, Ngie
-Sub Divisional Delegates, Ngie
-the Elite of Ngie,
-and some traditional rulers of Ngie.
It was agreed,
– That all schools in Ngie shall open their doors to the children as from the 5th of September 2022
– That the communities hosting primary and secondary schools in Ngie should clean the schools environment and classrooms, in readiness for effective resumption of classes;
-that the Lord Mayor is going to play his role to make the stay of state workers serving in Ngie comfortable;
-That the administration shall not tolerate absentee workers.
-That no community school shall be tolerated to function in Ngie;
-That no unapproved “mission” school shall be tolerated in Ngie.
– That all classes of both the primary and secondary schools shall open.
-That all other Service Heads and Sub Delegates posted to serve in Ngie should equally resume work in Ngie, with immediate effect.
Parents are encouraged to enroll their children in the various schools as from 5th September 2022.
– That the administration was going to step up security in the Sub Division;
It was reported that some communities in Ngie have started cleaning the schools in their community.
Some have gone as far as undertaking some repair works on the structures, in their determination for the effective resumption of classes in the state operated school campuses.

UN RV PHILIPPINES, a Specialized Agency of the United Nations according to the Vienna Conventions of 1961 and 1963 accredited by the State of Cameroon has created a Sub Delegation in Andek, Ngie Sub Division and a pioneer Sub Delegate appointed.
Name of Sub Delegate: Mr ROSTAND GEORGES TAKU, Diplomatic Agent.
The Mission of the Sub Delegate is to
- -carry out an awareness and information campaign after the authorities of Ngie Sub Division on the policies and procedures of the activities of UNMRVPHILIPPINES in favor of the State of Cameron, further to the Convention – framework signed with the Government of Cameron via MINREX, in accordance with the Conventions of Vienna.
- – Ensure, under the authority of the Divisional Delegate of MOMO,
- – the monitoring and control of the activities of the services that depend on the Sub Delegation;
- – Participate in determining the objectives of the Sub Delegation in Andek Municipality;
- – Assess the administrative and financial needs of the Sub Delegation,
- – as well as the distribution of the resources allocated to their operation;
- – Execute and/or cause to be executed the instructions and directives of the hierarchy.
We believe that the coming of UN RV PHILIPPINES to Andek municipality is going to greatly enhance the development of the municipality.
