This ambitious, people centered budget was adopted in the Andek council Hall, at ÀNDEK on the 14th Dec. 2024 during a highly attended budgetary council session that was chaired by Lord Ubangoh Helly, under the auspices of the Representative of the state, Mr. Oteh Philip BACHE, Divisional Officer for Ngie Subdivision (sitting in for the Senior Divisional Officer for Momo Division).
The following investment projects were adopted for the year 2025.
They are:
1. Rehabilitation of three blocks of 3 class rooms each in GS Barambe
2. Realize an abandoned Community Hall in Bonambufei
3. Concreting of more bad spots along the Baitei – Andek stretch of road
4. Construction of a Bridge at Ugeng, Baitei
5. Réhabilitation of the roof of Andek Council Main Hall
6. Construction of a mortuary at Andek Medicalized Health Centre
7. Installation of Ngwenjin community water
8. Installation of Angai Community Water Scheme
9. placement of road pavements along the commercial street, from Inyibah Junction towards Andek Market in Andek Town,
10. contraction of the bridge over River Mbat in Teze
11. construction of the Nkon Integrated Health Centre, at the New lay out site.
12. Purchase of a Front Head Loader Caterpillar
13. and many more, depending on the funding from our other funders.
. It is hoped that the terrible road challenges between BAMENDA and Andek shall improve, for materials to be taken to the projects sites; for these jobs to be effectively realized.
The councilors observed that there are still some projects of previous years ongoing, and encouraged the Mayor to take adequate measures for the contractors to realize the jobs.
The new Board Chairs recently appointed by the Lord Mayor of Andek council, to the various Health Centres, were installed into their functions during the session, by the Divisional Officer for Ngie Subdivision.
The Divisional Officer charged the new Board Chairs, who had been earlier trained by the Health District Chief for Mbengwi, Mr. Che Léonard Ade, to immediately take their job serious and solve the numerous challenges in the various health units.
The treasury department and all other stakeholders of the council was called upon to take their responsibility for the effective collection of taxes, to make the means available for the realization of the budget.
The some important deliberations amongst those adopted, during the session, include the following:
1. Deliberation to authorize the Lord Mayor or his representative to represent the council in courts for issues of interest to the council.

3. Deliberation to authorize the Lord Mayor to enter into an MOU with funding bodies and civil society organizations for their participation in development activities in the municipality and the employment of nurses and paramedics in the Health Centres of the Municipality.
4. Deliberation to authorize the Lord Mayor to enter into an MOU to establish a framework for collaboration between Cameroon Wheat Development Cooperative Society (CAWDEV) and Andek Council to support the production of upland rice, wheat, and beans, mobilize resources for community projects, and provide technical assistance for sustainable agricultural practices.
5. Deliberation to adopt the organizational chart of the council attached.
6. Deliberation to authorize the Lord Mayor to recruit nurses to fill the deficit in all health Centres of the Municipality, depending on the means available.
7. Deliberation to authorize the Lord Mayor to grant a maximum yearly support of 100,000F to Village/neighborhood Committees, under conditions to be laid down by a separate instrument by the Mayor.
8. Deliberation to authorize the Lord Mayor to create a cemetery at Andek.
9. Deliberation to authorize the Lord Mayor to give material and/or financial Subvention to the Agricultural and Veterinary Centre for training and production, Etwii, of not more than 1,000,000F CFA per year, depending on the means available.
12. Deliberation to adopt projects to be executed in 2025 and which the Mayor is authorized to establish Environmental Impact Notices, EIN.
13. Regularized Deliberation authorizing the Lord Mayor to launch judicial proceedings against contractors who have collected monies for jobs not yet realized.
14. Deliberation to authorize the Lord Mayor to henceforth penalize council workers on their salary for irregular absences.
15. Deliberation to authorize the Lord Mayor to obtain a loan from FEICOM to pay the outstanding salary debts and other debts.
16. Deliberation for the Mayor to retain Senior Barrister Umenjoh Hiram as the legal consultant for Andek council for the next one year, renewable
1. Deliberation to authorize the Lord Mayor to make recruitments to fill some vacancies at the council, considering the new dispensations devolved to the councils.
2. Deliberation to adopt funeral rates for workers of the council.
The Council session was attended by Village/Neighborhood Coordinators from most of the 28 communities of the Municipality. The Coordinators were challenged to be more committed and act as the interphase between the council and their local populations for the effective participation of the people in council, business.
